Difference between Policy and Act ?

An Act is a piece of legislation where its the base for forming a law. In a country, where the Parliament Houses pass a Bill(proposed form of an Act) and if the President approves of the Bill, then it becomes an Act. If the Act is implemented and people are bound to abide by its obligations, then it becomes a Law. It would come with a penalty.

For example: Government of India Act, in 1858 passed by the British Crown legalized India to become a British Colony. People in India were bound to follow the rules laid done by the British. Not doing so will land you in jail

A policy is a viewpoint which need not be subject to legislation. People may or may not abide by it and its just an informal way of following principles.

For example: Quora policy and Facebook policy are present and laid down by Quora and Facebook. As long as you are in Quora or Facebook, you have to adhere to those policies. They can be changed or you can override them. But there is no legal penalty that you may have to pay.
